The Mission:

Following the BP/Deepwater Horizon incident on the Macondo well in April 2010 significant developments have been made in advancing technology and resources for response to deepwater oil spills.

Most of the available technology and resources, however, are committed to deployment in the U.S. Gulf of Mexico.  As deepwater exploration is becoming a reality in the greater Caribbean Sea, the industry is at a critical juncture for establishing an emergency
response protocol among Caribbean nations for building deepwater response capabilities for sub-sea intervention, capping, capture, containment and cleanup.
